Source: Figures are from the Indiana Legislative Services Agency's annual Handbook of Taxes, Revenues and Appropriations. County totals are sums from budget documents of individual county government units.

Dates. The date is shown as "year-Pay-year," for example 1998 pay 1999. Property is assessed as of March 1, and the taxes are paid on that assessment in the following year. "1998 pay 1999" means property assessed in March 1998, for taxes paid in 1999.

Variable Names and Descriptions

County. The 92 Indiana counties. Data include all local units within each county, not just the county governments themselves.

A.V. Assessed Value. Net assessed value, which is all real and personal property less deductions and exemptions.

Gross Levy. The gross amount local governments within the county expect to raise in revenue from the property tax.

Average Gross Rate. The average gross property tax rate, calculated by dividing the gross levy by assessed value, and multiplying by 100. It is expressed as dollars per $100 assessed value. The average gross rate represents the amount paid by the average taxpayer in the county, before property tax replacement credits.

Less 20% SPTRC. SPTRC is State Property Tax Replacement Credits. The state pays local governments 20% of certain property tax revenues out of its general revenues each year, in order to reduce reliance on property taxes. Some parts of the levy are not eligible for replacement credits, so that the actual percentage reduction in the total property tax levy is less than 20%.

Net Levy. The total amount local governments in the county raise from property taxes after state property tax replacement credits are paid.

Avg. Net Rate. The average net property tax rate, calculated by dividing the net levy by assessed value, and multiplying by 100. It is expressed as dollars per $100 assessed value. The average net rate represents the amount paid by the average taxpayer in the county.

PTRC %. Property tax replacement credits as a percentage of the gross levy. This is the reduction in the average taxpayer's tax bill due to the PTRC program.
