Purpose: To establish the terms of continued participation in, and utilization of, the William Sanders
Memorial Range. (In 1970 the parties entered into an agreement for operation of a firing range. That
agreement expired in 1990.) (Pp. 1,4)

Organization: Multiple-party agreement. Governed by Joint Board of Trustees. Multiple supply: All parties will contribute to the funding of the range; proportions and amounts contributed by each party not mentioned.
Duration: 20 years. May be renewed by any or all of the parties. (P. 4)
Services delivered: The Firing Range Cooperative is established to lease, maintain, and operate the firing
range. (P. 2)
Staffing and supplying: Cooperative is authorized to provide for a caretaker to oversee and maintain the
grounds of the firing range, and in connection therewith to sublease any structure located thereon to said
caretaker if the same would be an appropriate residence. (P. 3)
Financing: Cooperative shall have the power to assess each party on an annual or more frequent basis, as
required, in order to defray the cost of operating the firing range. Board shall not have the power to incur any
debt or financial obligation on its part or on behalf of any of the parties. (P. 3)
Administration: Range to be used exclusively by members of police and sheriff's departments of the participating jurisdictions. (P. 2)
Affairs of the Cooperative shall be under the control of a Joint Board of Trustees, consisting of 10 members: 2 to be appointed by each of the 5 jurisdictions, in consultation with that jurisdictions law enforcement authority (sheriff or police chief). Each appointee shall be and remain a member of the police department of one of the parties and shall serve a one year term. (Pp. 2-3)
Board shall enter into a lease with Purdue University, under the provisions of which the Cooperative
shall lease [make payment for] the grounds and improvements thereon which constitute the joint firing range.
(P. 3) Cooperative, through Joint Board, shall have the power to accept contributions of material and labor
as may be necessary from time to time for the construction or maintenance of improvements for range. (P.
3) Board shall appoint such president, secretary, treasurer, caretaker and other officers that it deems
necessary. Board shall be responsible for the leasing, maintenance, and operation of range. (P. 4)
Property: A withdrawing party shall assign all of its rights to any property to the remaining parties or their
designee. If agreement should terminate, any property then belonging to the Cooperative shall become the
property of Tippecanoe County. (P. 4)
Liability: Each party agrees to hold harmless the lessee of any land leased for firing range and each of the
other parties hereto, from any all liabilities which might be claimed in connection with use and operation of
the firing range facilities. (P. 5)
Termination: If any party wishes to withdraw from agreement, remaining parties shall be entitled to assume the rights of the withdrawing party. (P. 4)
