Organization: Joint agreement. Governed by City's Board of Public Works and Safety. Joint supply:
Both parties are responsible for construction of various parts of the project. However, City bears a
greater share of the construction (as evidenced by its much greater monetary contribution).
Services delivered: County will reconstruct and/or maintain the present Wilson Branch of the S W
Elliott Ditch, from the project point of Creasy Lane to its confluence with the main branch of the S
W Elliott Ditch. (pp. 2-3)
Financing: Preliminary Cost Summary is included as Exhibit B; there are 8 items listed, with a
description and a bid amount for each. City will pay costs associated with items 1, 2, 3, 6, 7, and 8;
total is $639,200. Money will come from City funds and from property owners served by the project.
County will pay for costs connected with items 4 and 5; total is $170,000. Money will come from
County funds. Additional participating party is listed as "W H Long", whose contribution is $37,350
(item 2). (p. 2 and Exhibit B).
Administration: Board of Public Works and Safety of City of Lafayette, acting through Hawkins Environmental, Inc., will be responsible for the administration of project, but will coordinate approvals with the Tippecanoe County Highway Engineer and the Tippecanoe County Surveyor. (p. 1)
Drain will be made a "Regulated Drain" pursuant to the Indiana Drainage Code, and will be under the jurisdiction of the Tippecanoe County Drainage Board. At the discretion of the County, it may be made a part of the "Wilson Branch" of the S W Elliott Ditch, to which it will connect at the project point. (p. 2)
Included is Exhibit A, "Description of Treece Meadows Project", which describes project as
the construction of an open channel drainage way and provides an exacting description of where
drainage way will lie.
