Organization: Joint agreement. No governing board. Single supply: Hospital provides and maintains all equipment, and employs all personnel pertinent to agreement. (P. 2)
Duration: January 1, 1993 to December 31, 1994. Renewed for 1 year upon written notification between
the parties on or before July 1, 1994. (P. 1)
Services delivered: Exhibit A, entitled "Scope of Services", sets forth minimum emergency ambulance
coverage to be provided: (1) Three primary ambulances, ALS staffed and equipped 24 hours per day, 7 days
per week, to be stationed at: (A) Bloomington Hospital; (B) Ellettsville Fire Station; (C) on or near the
Indiana University Campus. (2) One field supervisor unit, staffed as above, to serve as backup to other
primary units. (3) At least 2 other ALS equipped vehicles to be put into service by calling in off duty
personnel, or activating staffing from hospital. (Exhibit A) Hospital required to provide both what is defined
by State Commission as a basic life support system and what is defined by State Commission as an advanced
life support system. (P. 2)
Financing: Customer user fees for 1993 are as follows: Basic Run: $163.50; Paramedic Run: $324.50;
Mileage Fee (per loaded mile): $8.00; Miscellaneous Supply Charges: at discretion of hospital. (P. 2) No
person will be denied emergency services by inability to pay. In determining an applicant's ability to pay and
in the collection of payments, Hospital shall not make use of means tests or collection agencies, nor other
similar practices in such a manner as to discourage utilization of any emergency service or to "lessen human
dignity". (P. 2) County agrees to reimburse Hospital in the amount to which operating expense exceeds
collected charges subject to a guaranteed maximum of $107,000. This sum to be paid in equal quarterly
installments (dates given). Hospital must first submit claim. In the event collected charges exceed operating
expenses for emergency services, County shall be entitled to a refund of this amount. Hospital shall
reimburse County or credit such amount on the next quarterly claim. (P. 3)
Administration: County shall have access to all accounting records of Hospital relating to emergency services for the purpose of conducting an audit. Within 90 days of the close of each Hospital fiscal year, Hospital shall submit to County a financial report which reflects income and expenses for the preceding fiscal year. (P. 3) County and Hospital agree to continue to recognize and cooperate with an Ambulance Advisory Board created pursuant to an agreement dated January 24, 1991. (P. 4)
Cooperation with Public Safety Agencies (police and fire departments): Hospital required to work
with and support the various public safety agencies located in County. Eight specifications of cooperation
are listed (some of them quite detailed), which include: first responder training, cooperation with fire
departments at an emergency, recognizing ambulances of the Bloomington Township Fire Department as
reserves, and CPR training. (Addendum)
Liability: Hospital agrees to provide insurance coverage as provided by State of Indiana and shall in any
event hold County harmless and shall defend County against any and all claims made against it based on
Hospital's performance of its duties. (P. 2)
Termination: Occurs on January 1, 1994 if Hospital is unable, by that date, to enter into agreements for
emergency services with City of Bloomington and Indiana University for the year 1994. (P. 5)
