Purpose: To establish a Lake County Criminal Justice Coordinating Council (LCCJCC) comprised of governmental units in Lake County , to coordinate matters of mutual concern between criminal justice agencies and law enforcement departments. Specifically, to identify and coordinate available resources among the member units for purposes of providing unified plans and programs to address law enforcement concerns. (P. 2)

Organization: Multiple-party agreement (the agreement pertains to any governmental unit of Lake County). Governing board (each member unit has membership on the board). Multiple supply: It appears that all parties will contribute to, and benefit from, the Council's activities. However, no mention is made about specific contributions of funds, equipment, and/or personnel.

Duration: Unlimited. (P. 3)

Services delivered: The matters of mutual concern that are coordinated include criminal justice planning, criminal justice training for personnel, comprehensive program coordination, development of a criminal justice resource/reference center, and the delivery of law enforcement services. (P. 2)

Financing: It is contemplated that the administration of this agreement will require financing, staffing, and a budget (but no details as to these matters are given). (p. 5)

Administration: LCCJCC is established as a not-for-profit corporation. Each member unit shall own shares based upon the number of sworn law enforcement personnel representing each of the units. The heads of each respective member unit shall become individual members of the Board of Directors of the Coordinating Council. Each Board member is granted one vote, and majority shall rule in all votes. A Chairman, Vice-Chairman, Secretary, and Treasurer shall be selected from among the Board to serve 1 year terms. These 4 will form an Advisory Executive Committee, developing policy and procedural matters and then reporting to the Board. (Pp. 4-5)

Property: Any real and personal property owned and/or controlled by a member unit shall remain the sole and distinct property of such unit unless otherwise designated. (P. 6) Distribution of assets upon termination of agreement shall be as follows: All obligations of a fiduciary nature shall be paid first, and any remaining resources will be split on a pro-rata basis according to the respective shares of each unit member. (P. 4)

Liability: Section on liability quotes I.C. 36-1-7-7 which covers the authority, conduct, and benefits of visiting law enforcement and firefighting personnel. Section on immunity mentions same I.C. as above and I.C. 34-4-16.5-3. (Pp. 6-7)

Termination: May occur by the unanimous consent of all member units to the agreement. Also, any one member-unit may decide to withdraw from agreement by giving other units 30 days written notice of this decision. In so doing, withdrawing unit forfeits any resources which were collectively to be shared by members of LCCJCC. Termination will occur automatically if, at any time, number of parties to agreement falls below 5. (Pp. 3-4)
