The At-Risk Index
Here's the explanation of the at-risk index from the Department of Education's Digest of Public School Finance in Indiana, 1999-2001 Biennium (p.10):
"At-Risk Index: The At-Risk index is determined according to the following criteria from the 1990 decennial census:
1. the percentage of families in the school corporation with children less than 18 years of age that have a family income below the poverty level multiplied by .16,
2. the percentage of families in the school corporation with a single parent multiplied by .4 and,
3. the percentage of the population in the corporation that is at least 20 years of age and not graduated from high school multiplied by .44."
